EMILY RAE
PRESIDENT & GENERAL COUNSEL

Emily Rae is President of the California Justice Center, where she leads the organization’s efforts to defend constitutional rights, challenge government overreach, and combat abuses of power by government unions.

An experienced litigator, Emily previously served as senior counsel at the Liberty Justice Center, where she led high-profile cases defending parental rights and challenging state laws and policies that infringe on individual liberties.

Emily began her legal career at Orrick, Herrington & Sutcliffe in Los Angeles, where she spent eight years practicing commercial litigation. As a member of the firm’s Complex Litigation & Dispute Resolution group, her practice focused primarily on contract disputes and business torts. She also devoted hundreds of hours to pro bono matters involving significant constitutional issues.

Emily earned her J.D. from the University of Texas School of Law, where she served as an articles editor for the Texas Review of Law & Politics and vice president of the Federalist Society chapter. She holds a B.A. in political science from Azusa Pacific University.

Emily is admitted to practice in California and Texas, all four federal district courts in California, the U.S. Court of Appeals for the Ninth Circuit, the U.S. Supreme Court, and other federal courts nationwide.

SCOTT DAVISON
ATTORNEY

Scott Davison is an attorney and education advocate who joins California Justice Center after a lengthy career in private practice. Over the past several years, Scott has been involved in several high-profile cases defending the constitutional rights of students and parents and fighting against the undue influence of special interests, particularly at the state and local level.

Scott has experience with legal issues involving abuse of power, corruption and conflicts of interest, election regulations, board governance, parental rights, public records and open meeting laws.

Representative Cases:

A.A. v. Newsom (2021), obtaining a statewide injunction against pandemic school closure restrictions.
Let Them Breathe v. Newsom (2021), seeking to overturn a statewide K-12 mask mandate.
Protect Kids California v. Bonta (2024), seeking to prevent the California Attorney General from creating a biased title and summary for a statewide ballot initiative to protect minors and parents from gender ideology.

Scott obtained his J.D. from Pepperdine University School of Law, where he served as the Managing Editor of the Journal of the National Association of Administrative Law Judges. He holds a B.S. in Biomedical Science from Texas A&M University.
